I believe YES is the answer to both your questions - IMHO as ordinary FDM user trying to make sense of the rather limited information as best I can! I note that my FDM 3.9 "lite" (latest stable version: build 1249) on XP/SP3 machine did not update automatically from the old version 1.5.7.4 Plugin.
